I recall I paid a fee to SSN awhile back to be placed on a list , just to get on the locked out preferred list. Nothing happened since then. i just been patiently waiting for a long long time. Am I missing something here? Just asking.

I listing a property short sale with Bank Of America and they change to Nation star.
The owner still live in the house but they on vacation, when they came back home the house had a new lock and their personal is gone.
What should they do?

You really aren't making sense.
You probably have 2 issues. It looks like someone robbed the owners. This could be before or due to the bank's "home preservation" dept. The bank usually hires half braindead locksmiths to "take care of" properties which might be considered abandoned by the owner - to protect their asset. I believe that they trespassed on the property but banks get away with a lot. Your owner has the right to break in and replace the locks and live in the house. The owner doesn't have to worry about the bank being upset, it should be the other way around.
If the property was robbed, possibly the police found letters about foreclosure or something that indicated that they should call the bank about an open house. That could have triggered a bank locksmith changing the locks. On the other hand, the braindead locksmiths working for banks go out looking for houses to change locks so they can be paid by the bank - and when they change the locks, they plaster signs all over the place announcing to every thief that this property is ready to be robbed.
So, 1) feel free to change the locks and go back in; 2) if the owner finds that the robbery occurred after the lock change, they should sue the bank for breaking and entering and are accomplices to theft, etc. (But, banks are being sued all the time for lots of things, so if you go after them, be prepared to use a good lawyer, etc.)

I tried the short sale machine for a while but could not afford to keep it. I did not get any short sales from my area, Fresno and Ca central Valley. What can you help me with. I liked the first time I signed up with your company where I was actually referred some properties for short sale. I did not sell any for various reasons but was very satisfied with that program. I joined your new 1$ machine and did not get anywhere while paying a monthly fee.
