Basically, the eastern part of those two counties could be better described [specifically to this scenario] as all of the areas that are not heavily populated... Where most people do not live (as you described the western part as being where most people live).

Either way, to answer your question... it's all the areas that are rural (on the eastern side of the state). So, technically, the "open" areas would extend past the half way mark of the county, but it just seemed easier to split the county into half, versus listing all of the cities that are either closed or open (there are just too many to list either way). Hope that helps.
