Military Owner Wants Deficiency Waiver

My client is in the military and was transferred from Florida to 29 Palms, CA.  He is upside down on his USAA mortgage, and they will not make any statements about waiving the deficiency.  Not sure if this is a VA loan, but all I can tall him is that he doesn't have to close the contract if his lender will not waive the deficiency. All of this is a bit traumatic for ther buyer, but I'm looking for other suggestions - recommendations.
