HSBC escalation

I need some help with  a troubling situation with HSBC....to me they are the worst bank to work with. I have short sale listing that I have received several offers on. Everytime I have submitted an offer, the negotiator got the file and then stated that they wont be able to submit the file to the investor(fannie Mae ) for approval since there was a sale date scheduled.
