I've had this happen one too many times, usually there's a workaround or the market saves us with an "up" wave.  Is there a Freddie Mac dispute process for their evaluations, since the negotiators tell me no?

send a cma with comps to support your value-or have buyer do an appraisal and send it.

send the negotiator 3 sold comps, 3 active comps, and any repairs needed should be estimated by a licensed contractor.  Don't send any more comps.  You would think the more the better, but FHLMC won't review them if there are too many.  You can only dispute the BPO within the first 60 days.  After that, you are stuck with that value until 120 days.
